Welcome to the Directorate of Printing & Stationery
The Directorate of Printing and Stationery, earlier known as Government Press, was established on 27-6-1918 under the overall supervision of a Superintendent. Later, it was upgraded to the full-fledged Directorate of Printing & Stationery, Government of Manipur on 25-7-1979. Since then, the Director of the Directorate functions as the head of the Directorate/Department. The Government Press initially functioned under the Secretariat Education Department but was later transferred to General Administrative Department (GAD) in the year 1990. The Directorate of Printing & Stationery is given the mandate of printing of Government documents while the Secretariat's Stationery Department under GAD is responsible for management/issuance of stationery items for the Departments under the State Government.
The Directorate of Printing and Stationery undertakes printing, binding and publication works. Standardized forms, Gazettes, magazines, pamphlets, brochures, posters, etc. are printed by the Directorate for various State Government Departments/offices on request by the concerned Departments/offices. Election related documents and ballot papers for local body elections for Autonomous District Councils, Urban Local Bodies, Gram Panchayats and Zila Parishads are printed in the Directorate. Documents, including various forms and ballot papers for balloting units of EVMs for State Assembly and Lok Shabha Elections for the State are also printed here. Usually, printing and binding charges are charged to indenting Departments/offices by the Directorate on a NO LOSS NO GAIN basis. Non-tax revenues are also realized by selling State Gazettes and other publications. BTR forms, registers, T.R forms, etc.
The Government Press, Manipur is Registered under the Factories Act, 1948 vide Registration No. 99 dated 28-4-1966. As the printing and binding functions of the Directorate of Printing and Stationery is covered by the Factories Act, 1948, all categories of employees including Assistant Superintendents but excluding Gazetted Officers and Ministerial Staff were declared as workmen. Tthe Directorate of Printing and Stationery, Manipur had a total sanctioned strength of 96 posts of various categories as on 1st July, 2025.
The Directorate of Printing and Stationery, Government of Manipur has adopted eOffice Manipur portal as its document, workflow and communication management tool/workplace w.e.f. 7th May, 2025. The Directorate has moved towards paperless publication of digitally signed e-Gazettes on https://manipurgovtpress.nic from 1st July, 2025 onwards. e-Gazettes published by the Directorate are digitally signed by a gazetted officer of the Directorate of the level of Assistant Director and above. The Directorate has been publicly declared as a "Paperless Directorate" by the Director on 10th July, 2025. The Directorate is the first institution under the Government of Manipur to have declared itself as a "Paperless Institution". All communications to and from the Directorate are paperless enabled through eOffice Manipur and official emails/WhatsApp of the Directorate w.e.f. 10th July, 2025.
